PHA provides safe and decent affordable housing for low-income residents in Philadelphia. We offer two main housing programs: the Housing Choice Voucher Program and Public Housing.
Economic development at PHA is about more than just putting up new buildings. PHA’s Resident Services team offers our residents a wide variety of training, services, and programs to help them gain valuable skills and achieve self-sufficiency.
Landlords can partner with PHA to provide housing to qualified participants through the Housing Choice Voucher Program. Learn how to become an HCV landlord, register for certification classes, and read about other owners in the program.
PHA is committed to providing quality housing and economic opportunities for our residents and the neighborhoods we serve. One of the major vehicles for this is Section 3 of the HUD Act of 1968.
